                <p>Sir&#x2014;I am very much to blame for having<lb break="yes"/>so long delayed an answer to the agreeable and<lb break="yes"/>interesting despatch that you have been kind<lb break="yes"/>enough to forward me, by the hands of Mr.<lb break="yes"/>Augustus Peterman, so estimable by his cha-<lb break="no" />racter, as well as by the solidny of his geo-<lb break="no"/>graphical labours. Dr. Cullen cannot doubt<lb break="yes"/>the high importance that I would attach to the<lb break="yes"/>merit of his courageous and useful investiga-<lb break="no"/>tions in the eastern part of the Isthmus of<lb break="yes"/>Panama: knowing my position and the ante-<lb break="no" />diluvian age, he will receive with indulgence,<lb break="yes"/>even so late, the expression of my lively gra-<lb break="no"/>titude. After having laboured in vain, during<lb break="yes"/>half a century, to prove the possibility of an<lb break="yes"/>oceanic canal, and to point out the Gulf of San<lb break="yes" />Miguel and Cupica as the points most worthy<lb break="yes"/>of attention; after having regretted, almost<lb break="yes"/>with bitterness, in the last edition of my<lb break="yes"/>&#x201C;Aspects of Nature,&#x201D; that the employment of<lb break="yes"/>the means which the present state of our<lb break="yes"/>knowledge affords for obtaining precise<lb break="yes" />measurements has been so long delayed: I<lb break="yes"/>ought, more than any one else, to be satisfied<lb break="yes"/>to see, at last, my hopes for so noble an enter-<lb break="no"/>prise revived. By your publications, sir, and<lb break="yes"/>by that of Mr. Gisborne, will be originated the<lb break="yes"/>great work of changing an important part of the<lb break="yes"/>commerce of nations, and of rendering more ac-<lb break="no"/>cessible the rich countries of Eastern Asia and<lb break="yes" />the Indian Archipelago. The undertaking is<lb break="yes"/>by no means above the intellectual and material<lb break="yes"/>power which civilised nations have attained to.<lb break="yes"/>The work should be one to last for ever; it<lb break="yes"/>should not commence with a canal with locks,<lb break="yes" />like the magnificent Caledonian Canal; it<lb break="yes"/>must be a really oceanic canal, without locks;<lb break="yes"/>a free passage from sea to sea, across which<lb break="yes"/>the speed of the navigation will be modified,<lb break="yes"/>but not interrupted by the difference in height<lb break="yes" />and non-comeidence of the tides.&#x2014;Receive, I<lb break="yes"/>pray you, air, the expression of my highest<lb break="yes"/>cunsideration.
